Minister
Siniša Karan was born in 1962, in the town of Beli Manastir (Republic of Croatia). He graduated from the Faculty of Political Sciences in Sarajevo and gained his Master’s degree at the Faculty of Law, University of Banja Luka. In 2009, he earned his PhD title in Law. Prof. Karan is full professor in the field of Theory of the State and Law at the Faculty of Legal Sciences at the Pan-European University of ‘Apeiron’ (Banja Luka, the Republic of Srpska) and at the Faculty for Security and Protection of the Independent University of Banja Luka. Prof. Karan authored several textbooks in the field of constitutional law as well as more than 30 scientific and professional papers.
He worked in various law enforcement agencies on the following positions: Commander of the Kupres Police Station, Secretary of the Secretariat of the Interior in Kupres, Head of Department for Countering Crime, the Public Security Station, Municipality of Centar (Sarajevo), Head of the Administration for Countering Crime of the Republic of Srpska Ministry of the Interior, Head of Criminal Investigation Department, and Head of Financial Intelligence Department within the State Investigation and Protection Agency (SIPA) of Bosnia and Herzegovina.
In 2008, Prof. Karan started working at the Office of the Republic of Srpska President as a Security Adviser, and from 2009 to 2019 he performed the duty of the Secretary General of the President of the Republic of Srpska. In November 2016, he was appointed the arbitrator of the Republic of Srpska in the arbitration process regarding the disputed part of the border on the territory of the Municipality of Brčko. In November 2018, he was appointed Chairman of the Council for the Protection of the Republic of Srpska Constitutional Order. From January 2019 to December 2022, he performed the duty of the Secretary General of the Republic of Srpska Government.
