‘’PUBLIC-PRIVATE PARTNERSHIP IN SECURITY SECTOR - CHALLENGES AND OPPORTUNITIES ’’ REGIONAL CONFERENCE

Today, in Banja Luka, the Republic of Srpska Ministry of the Interior, in cooperation with the OSCE Mission to BIH, organized the Regional Conference whose topic was ‘’Public-Private Partnership in Security Sector-Challenges and Opportunities’’. On this occasion, Deputy Police Director of the Republic of Srpska, Mr. Radomir Domuzin, stressed that it was necessary to establish the public-private partnership in security sector, since it would provide more professional relationship within both sectors.             The aim of this Conference is to exchange good practices of relevant subjects from countries in the region, as well as international organizations and foundations, on possibilities and modalities of affirmation, establishment and development of the cooperation between public and private security sector.             ‘’There is no one at the institutional level to coordinate these agencies. There is cooperation, but the institutional framework is necessary to initially establish cooperation and understanding, and communication afterwards, in order to provide partner relationship with the aim of increasing professional relationship both in public and private security sector’’, Deputy Director, Mr. Domuzin, said.             Furthermore, the said that the Republic of Srpska had certain laws regulating public-private security sector, while there were neither chambers nor associations in the private sector.             Chief of the Office for Security Cooperation of OSCE Mission to BIH, Mr. Paul Martin, said that the information exchange between public and private agencies contributed to security and saving. In addition, he said that public-private partnership in security sector was applied within most European countries, and sport events were only one form of cooperation.             ‘’There are also other opportunities where services of private agencies are used, in terms of their engagement in providing security in transport of valuable consignments and goods, as well as in some other more important aspects regarding public security itself’’, the Chief Martin added.             The representatives of the Republic of Switzerland, Slovenia, Serbia, Montenegro, Croatia, and Bosnia and Herzegovina participated in the Conference.
