Head of administration

Mr Boban Kusturić was born on 8 September 1974, in Banja Luka. He graduated from the Military Academy of Yugoslavian Army– Yugoslavia Air Force, in 1997, in Belgrade, and thus obtained the professional vocation – aviation officer - pilot. He worked as a pilot at the Army of the Republic of Srpska from 1997 to 2005. After that, he worked at the Directorate for Civil Aviation of the Republic of Srpska, as the chief of the Rescue helicopter unit (SAR) of the Republic of Srpska. He worked as the director of the Helicopter Service of the Republic of Srpska from 2008 until April 2025, when the Service was reorganized and the Administration for Aviation was established, and Mr Kusturić appointed head of this Administration. The Republic of Srpska President decorated him with the Order of Miloš Obilić. He is married and a father of one child.

  • To plan, organise and perform the activities and tasks using service helicopters,
  • to support the activities of the members of the Ministry in performing special activities and tasks,
  • to perform medical transport and other operations from air, fire extinguishing from air, rescue operations in cases of natural disasters and other calamities, including search and rescue,
  • to transport the Republic of Srpska President, the President of the Republic of Srpska National Assembly, the member of Bosnia and Herzegovina Presidency from the Republic of Srpska, the Prime Minister of the Republic of Srpska Government, the ministers of the Republic of Srpska Government and other high-ranking officials for official purposes,
  • to perform tasks related to flying operations, continuing airworthiness, and aviation technique,
  • to plan and implement trainings for the members of this Administration and regular and extraordinary theoretical checks for the pilots’ knowledge on aviation regulations, instructions for operating helicopters, operational manuals and bylaws in the field of civil aviation,
  • to plan and implement activities related to helicopter and equipment maintenance regulated by the Technical maintenance programme, maintain helicopters and equipment in accordance with the authorisations,
  • to service helicopters at the home airport and in the situations of landing, taking off or shorter stays outside airports,
  • to establish contact with field police administrations to receive and service helicopters with the necessary fuel and other types of support to the helicopter crew,
  • to contact the aviation authorities in BIH, the country of the helicopter manufacturer and the helicopter manufacturer on all issues related to their use and maintenance, as well as the aviation authorities in BIH related to the issues of the implementation of air operations and authorisations for aircraft maintenance,
  • to cooperate with BHANSA and BHDCA,
  • to monitor technical publications of the aircraft manufacturers and aviation authorities, and update their documentation accordingly,
  • to keep records on helicopters, equipment and tools in use as well as other documents,
  • to perform other activities and tasks in their competence,
  • to cooperate with the Republic of Srpska Ministry of Health and Social Welfare, Republic of Srpska Administration of Civil Protection and competent services and authorities of the Republic of Srpska, and the Republic of Serbia Ministry of Defence and the Ministry of the Interior,
  • to monitor work performance of every employee,
  • to propose rationalisation measures in the use and consummation of means,
  • to prepare materials, proposals and opinions related to the realisation of activity programmes,
  • short-term, mid-term and long-term planning,
  • to implement programmed activities, analyses, correctional and improvement measures.
