Vehicle registration


First Registration of Vehicles in BiH
For the registration of a motor vehicle being registered for the first time in BiH, the following documents are required:
1. Application for registration (on the prescribed form), the application can be filled out electronically or by hand, the mandatory fields when filling out are: "type of application", "vehicle identification data", "owner's data", "registration certificate holder's data", signature of the applicant and personal ID number

2. Proof of ownership
a.) for vehicles that have not been previously registered (vehicle sales invoice, purchase agreement, donation agreement, auction record, or other valid proof of ownership)
b.) for newly manufactured vehicles (vehicle sales invoice issued in the name of the buyer along with proof (contract) from the authorized distributor for selling specific vehicle brands)
c.) for vehicles previously registered outside BiH (proof of ownership and form proving ownership with proof of de-registration of the vehicle abroad)

3. Proof of fulfillment of obligations prescribed by law and regulations issued based on the law related to the use of the vehicle
a) for individuals:
- ID card for BiH citizens
- ID card for foreigners
– for foreigners with permanent residence, a certified copy of the passport and residence permit for foreigners with temporary residence b) for legal entities and sole proprietors:
- certified copy of the current court or other register extract,
– proof of approved activity and proof of the legal entity's identification number. c) for foreign missions, trade, cultural, economic, and other representations:
- certified copy of the decision on registration in the register of foreign representations in BiH,
- employment confirmation in the foreign representation issued by the foreign representation, signed by the person authorized to sign on behalf of the representation,

4. Valid motor vehicle liability insurance document in the name of the vehicle owner or user for the period of registration,

5. Proof of completed customs procedure

6. Proof of homologation procedure,

7. Proof of payment of prescribed fees for documents (POV, POR, and ownership and registration certificates) and vehicle marking labels issued during vehicle registration (sticker labels and license plates)

8. Proof of vehicle technical fitness or proof of identification of newly manufactured vehicles,

9. Proof of vehicle technical fitness for vehicles that have been modified or have alternative propulsion installation,

10. Proof of vehicle technical fitness for vehicles that are individually manufactured or modified

11. Proof of approved activity and proof of the legal entity's identification number or tax number, unless valid evidence for that year is already in the records of the competent authority,

12. Proof of fulfilled obligations by the vehicle owner or user related to the use of the vehicle and

13. Additional documentation depending on the type of vehicle or vehicle registration

Extension of Registration Validity

To extend the validity of vehicle registration, the following documents are required:

1. Application for extension of registration (on the prescribed form), the application can be filled out electronically or by hand, the mandatory fields when filling out are: "type of application", "vehicle identification data", "owner's data", "registration certificate holder's data", signature of the applicant and personal ID number,

2. Proof of identity of the vehicle owner:,
a) for individuals:
- ID card for BiH citizens
- ID card for foreigners
- for foreigners with permanent residence, a certified copy of the passport and residence permit for foreigners with temporary residence

b) for legal entities and sole proprietors:
- certified copy of the current court or other register extract,
- proof of approved activity and proof of the legal entity's identification number.

c) for foreign missions, trade, cultural, economic, and other representations - certified copy of the decision on registration in the register of foreign representations in BiH,

3. Employment confirmation in the foreign representation issued by the foreign representation, signed by the person authorized to sign on behalf of the representation,

4. Valid motor vehicle liability insurance document in the name of the vehicle owner or user for the period of registration,

5. Proof of payment of prescribed fees for documents (POV, POR, and ownership and registration certificates) and vehicle marking labels issued during vehicle registration (sticker labels and license plates),

6. Proof of vehicle technical fitness or proof of identification of newly manufactured vehicles,

7. Proof of vehicle technical fitness for vehicles that have been modified or have alternative propulsion installation,

8. Proof of vehicle technical fitness for vehicles that are individually manufactured or modified,

9. Proof of fulfilled obligations by the vehicle owner or user related to the use of the vehicle and additional documentation depending on the type of vehicle or vehicle registration.

Vehicle Deregistration

A vehicle is deregistered due to non-use, technical malfunction, destruction, theft, sale abroad, or transfer of ownership in another manner. This is proven by a declaration of non-use of the vehicle, a record of destruction or theft of the vehicle issued by the competent authority, a theft or destruction report, a confirmation of the purchase of secondary raw materials, or a declaration of the sale of the vehicle abroad. For deregistration, it is necessary to submit the registration and ownership certificates and license plates, except in the case of vehicle theft, along with the appropriate record, confirmation, or declaration proving the reasons for deregistration.

Temporary Registration

Motor and trailer vehicles imported from abroad or purchased in BiH, owned by foreigners temporarily residing in BiH based on a valid travel document, or BiH citizens temporarily residing abroad for education, specialization, scientific research, employment, or professional activities, can be temporarily registered. This also applies to motor and trailer vehicles used under a business cooperation contract or lease agreement between domestic and foreign carriers, and vehicles used at fairs and sports competitions. For temporary registration, the following documents must be submitted:

1) Proof of ownership,
2) Proof of the vehicle owner's identity,
3) A valid automobile liability insurance document in the name of the vehicle owner or user for the period of registration,
4) Proof of payment of prescribed fees for documents and vehicle marking labels issued during vehicle registration, and
5) Additional documentation depending on the type of vehicle or vehicle registration.

Temporary registration is valid for up to one year and can be extended for up to one additional year for justified reasons.

Trial License Plates

The procedure for issuing trial license plates is carried out for newly manufactured, modified, and repaired vehicles, which are used for test driving on roads to assess or demonstrate their properties, for vehicles traveling from the manufacturer's headquarters to the commercial enterprise, for vehicles being driven to technical inspection, to fairs or for sale, and for vehicles traveling from the place of acquisition to the place where they will be registered. Trial plates are issued for temporarily marking these vehicles in traffic.
Along with the application for trial plates, the following documents must be submitted:

1) Proof of ownership,
2) Proof of the vehicle owner's identity,
3) A valid automobile liability insurance document in the name of the vehicle owner or user for the period of registration,
4) Proof of payment of prescribed fees for documents and vehicle marking labels issued during vehicle registration, and
5) Additional documentation depending on the type of vehicle or vehicle registration.

Transferable License Plates

Transferable plates are used exclusively within the territory of BiH for vehicles traveling to customs, homologation, servicing, sales and exhibition locations, testing locations, storage locations, or for vehicles used for experimental driving. The application for transferable plates is submitted by a legal or natural person, entrepreneur, engaged in the production, modification, servicing, transport, or sale of vehicles. The applicant must provide proof of registered activity, and the competent authority will issue a decision approving the issuance of transferable license plates. The validity period of transferable license plates is one year.

Changes to Vehicle Owner Information

To change the vehicle owner information, the following documents must be submitted:

1) Application for changes to vehicle owner information,
2) Vehicle documents (vehicle registration certificate and proof of vehicle ownership) to update the validity of the vehicle registration in the same or new documents,
3) License plates without the international BiH mark,
4) Public document or proof of the change.

Changes to Vehicle Information

In the case of any change in vehicle information, the vehicle owner is required to submit an application for changes to the competent authority within 15 days from the date of the change, along with vehicle documents, appropriate certifications, and license plates, depending on the type of change. The vehicle owner is obligated to report a change of residence from one municipality to another or an address to the competent authority in the new residence within 15 days of the change, as well as any other change related to the data recorded in the vehicle documents. A natural person is not required to report a change of residence or temporary residence, as these details are automatically updated in the official records of the competent authority.

Change of Vehicle Ownership

The vehicle owner must notify the competent authority within 15 days of the purchase or acquisition of ownership in another manner and attach proof of ownership change and proof that the owner and the previous owner have no outstanding obligations in the Register of Monetary Fines. If proof is not submitted, the competent authority will conduct a verification ex officio. If the vehicle owner does not submit the application for vehicle registration within the prescribed period (15 days), the competent authority will issue a fine for the offense under Article 208, Paragraph 7 in connection with Article 236, Paragraph 1, Point 30 of the ZOOBS BiH. A sales intermediary (commission agent) must submit one copy of the contract to the locally competent vehicle registration authority where the contract was made within three days from its creation, which is entered into the vehicle registration records ex officio. The competent authority will record the report via the information system and exchange information electronically.

Changes Related to Insurance

The insurance company that issued the automobile liability insurance document is required to promptly notify the locally competent registration authority of any changes related to the validity of the automobile liability insurance document based on which the vehicle was registered.

Loss, Theft, Destruction, or Damage of License Plates

The vehicle owner or user is required to immediately, and no later than within three days, report the loss, theft, destruction, or damage of license plates to the competent authority and submit a request for new ones. The request for new license plates must be accompanied by a confirmation from the competent authority regarding the report of theft or loss of one or both license plates, or in the case of destruction or damage, a statement recorded regarding the destruction or damage at the competent authority. In the case of loss, theft, destruction, or damage of license plates, the competent authority issues new plates and a registration and ownership certificate for the vehicle. Intentional destruction, damage, unauthorized production, or modification of license plates constitutes forgery of documents.

Loss, Theft, Destruction, or Damage of Vehicle Documents

The vehicle owner or user is required to immediately, and no later than within three days, report the loss, theft, destruction, or damage of vehicle documents to the competent authority and submit a request for new ones. The request for new vehicle documents must be accompanied by a confirmation from the competent authority regarding the report of theft or loss of vehicle documents, or in the case of destruction or damage, a statement recorded regarding the destruction or damage of documents at the competent authority. In such cases, the competent authority issues a document with the validity period of the replaced document.

Damage to Sticker Label

The vehicle owner or user must report damage to the sticker label to the competent authority for the issuance of a new one.
A new sticker label, in this case, is issued with the validity period of the replaced sticker label.

Fee for Using License Plates
a) License plates with the international BiH mark for motor vehicles - 20 KM
b) License plates with the international BiH mark for trailers, motorcycles, and motorized bicycles - 10 KM
v) License plates for vehicles of diplomatic and consular missions in BiH - 30 KM
g) License plates for temporarily registered vehicles with the international BiH mark - 50 KM
d) Temporary plates with the international BiH mark - 5 KM
d) For lost, destroyed, and missing plates for a pair - 40 KM
e) For lost, destroyed, and missing plates for trailers, motorcycles, and motorized bicycles, per piece - 20 KM

Along with the Registration Application, the fees prescribed by the Law on Administrative Fees and Charges ("Official Gazette of RS" No. 100/11, 103/11, and 67/13) must be paid:

- For the Application for extension of registration validity, the fee is 2.00 KM,
- For the Application for vehicle registration and registration of trailers and tractors used for public transport or personal needs (first registration, re-registration - when the vehicle has been deregistered), the fee is 5.00 KM,
- For the Application for registration of tractors, working machines, motor cultivators, and motorized bicycles, the fee is 5.00 KM,
- For the Application for issuing a lost vehicle registration certificate, or proof of registration and proof of ownership, the fee is 10.00 KM,
- For the Application for issuing a registration certificate for tractors, or proof of registration, the fee is 10.00 KM,
- For the Application for deregistration of a vehicle, the fee is 2.00 KM,
- For the Application for changing vehicle data, owner information, and change of ownership, the fee is 5.00 KM if the vehicle has old license plates, and if the vehicle has license plates with the international BiH mark, the fee is 2.00 KM,
- For the Application for issuing lost, stolen, or damaged license plates, the fee is 5.00 KM,
- For the Application for replacing a sticker label, the fee is 2.00 KM.

Citizens have the option to use the MUP RS SMS service for checking data in MUP registers, including vehicle registration and monetary fines. This service can be used only after the citizen personally registers their phone number at the personal document issuance location in the place where they have their residence.

At PU Banja Luka, the Application for vehicle registration with attachments can also be submitted at the reception desk from 07:00 to 20:00 hours, as well as on Saturdays from 07:00 to 13:00 hours, and by mail. The application should include all attachments being submitted and provide a contact phone number so the owner can be informed about how to collect the vehicle documents.
