A NEW PROJECT CONTRIBUTING TO TRAFFIC SAFETY IN BANJA LUKA

The project of the Republic of Srpska Ministry of the Interior ‘Smart system for detecting the use of safety belt and mobile phone’ is one of ten projects that were selected out of 58 submitted to the public call ‘Innovation challenge – Banja Luka – the city of future’. The realisation of this project is going to be supported by UNDP, the City of Banja Luka, and the Ministry for Scientific–Technological Development, Higher Education and Information Society.

Yesterday, on 11 August 2020, in Banja Luka, at the promotion, a representative of the Republic of Srpska Ministry of the Interior presented the project whose realisation is aimed at affecting the citizens to act responsibly, thus raising the level of traffic safety by using the smart video-based technology.

In Lazarevo 1 borough, a smart camera for detecting the use of mobile phones and not fastening seat belts will be set up. It will be connected to a LED display, and the information the camera records will be placed on server and may be available on the City of Banja Luka web site as Open Data. The smart camera also recognizes the registration plates of every vehicle, so when it detects that a driver or a passenger did not fasten their seatbelt, or that a driver is using their mobile phone, the LED display will read ‘Fasten your seatbelt’ and/or ‘Do not use mobile phone’ in addition to the registration plate number. This way, the driver, as well as the other participants in traffic would be warned of breaking traffic rules, which may endanger the lives of all participants in traffic. The overall intention is prevention – without registering personal information or sanctioning for committing a minor offence.

Another significant point is that, in this manner, statistic information on the number and percentage of vehicles whose drivers and passengers do not use their seatbelt, and the number of vehicles who use their mobile phones while driving will be recorded. The information will also provide for the statistic presentation of vehicles from BIH classified in accordance with EURO motor standard, the total vehicle traffic and average speed at the given location in any period. For the Republic of Srpska and BIH, this is an innovative solution that is completely applicable to any other location in any local community.      

UNDP, the City of Banja Luka and the Ministry for Scientific–Technological Development, Higher Education and Information Society will finance the equipment procurement and provide the infrastructure. The Republic of Srpska Ministry of the Interior will co-finance the project in the way that the employees of the Administration for ICT would provide a technical solution, analysis software and system installation.
