THE SECURITY SITUATION IN THE REPUBLIC OF SRPSKA IS SATISFACTORY – THE NUMBER OF CRIMES IS DECLINING

The security situation on the territory of the Republic of Srpska is satisfactory, which is shown by the number of criminal offences that are declining by about two percent, said the Republic of Srpska Minister of the Interior, Mr Dragan Lukač.

After the expanded Collegium of the Republic of Srpska Ministry of the Interior, which analysed the Ministry’s work in 2021, he said that the Republic of Srpska Ministry of the Interior submitted 5,963 reports to the competent prosecutor’s offices against 6,325 persons, due to the suspicion that they committed 7,062 criminal offences in the previous year.  The number of criminal offences decreased by 2.1% compared to 2020, and the coefficients of the total solving of criminal offences increased, as well as solving criminal offences committed by unknown persons.

The Minister pointed out that property criminal offences (3,078) were reduced by 4.4%, with an emphasis on serious property criminal offences, where the number of Robberies was reduced by 51.2%, Aggravated theft by 8.3%, and Theft by 8.3%.

Last year, the number of criminal offences against life and body increased (597) by 8.7% compared to the previous year. All criminal offences committed by unknown person have been solved in this field.

Minister Lukač pointed out the activities of members of the Republic of Srpska Ministry of the Interior and persistence in the fight against the illegal sale of narcotics, and the fact that about 477 kilograms of the narcotic drug marijuana and about 13.6 kilograms of amphetamine were removed from the streets during the year.

The Minister said that 14 organised criminal groups were registered in the fight against organised crime in connection with drug abuse, unauthorised trafficking in weapons and military equipment, smuggling, forgery of documents, theft of motor vehicles, aggravated murder, and others.

The Ministry participated in the implementation of six operational actions (two of which are international), related to high-tech crime in the detection of criminal offence of child pornography, copyright protection, computer fraud, extortion, and money laundering.

Minister Lukač emphasised that the number of minor offences of public order and peace (5,406) was reduced by 38.6% and the number of persons who committed them by 39.9%, and that the number of minor offences related to weapons and ammunition was reduced (436) by 14.2%.

During 2021, police officers of the RS Ministry of the Interior found and registered a total of 5,750 migrants in the territory of the Republic of Srpska (65.7% less) who illegally crossed the BiH border. A total number of 17 criminal offences of People Smuggling was recorded, in which 26 perpetrators transported 136 migrants.

In 2021, there were 51 attacks on police officers (39 in 2020) in which 41 police officers obtained light bodily injuries.

A total number of 67 Reports was submitted to the competent prosecutor's offices due to the suspicion that 74 persons committed 69 criminal offences of Non-compliance with health regulations during the epidemic (up 13.1%).

The number of traffic accidents (9,935) is higher by 9.5%, while the number of fatalities (101) is identical compared to the previous year.

The number of criminal offences in traffic increased (307) by 15.4% and the number of recorded offences (358,550) by 29.8%. Due to committed minor offences, 23,976 drivers were excluded from traffic, which is 43.3% more.

The number of traffic accidents in which the participants were unknown (713) is higher by 2.1% out of the total number of traffic accidents in which the perpetrator was unknown, and five traffic accidents with fatalities were recorded (which have been clarified).

The Republic of Srpska Police Director, Mr Siniša Kostrešević, referred to the case of minor abuse in the Home for Children without Parental Care, emphasising that this is a very sensitive case and that the police, upon learning of it, undertook actions within the competence and performed checks.

He stated that the Police, in accordance with their powers, informed the Prosecutor's Office through the Report, while the Prosecutor's Office, after a certain time, ordered further actions that the police performed.
